Mother teaching child to mouth feed a pit bull?

A mother and her boyfriend are teaching a 2 year old to hold food in her mouth and let the pit bull take it from the child's mouth. Mother is telling the child to do this. I need to know if this is neglect, abuse, or child endangerment? Is there anything that could be done? This mother never looks out for the safety of her kids, but we really have had no way to prove it. We finally might have some proof now because they video taped it. Many people may look at this as nothing, but all it takes is for the dog's tooth to catch her mouth or the baby have something sweet on her face. Not only am I worried of the dangers of the child being bitten, but look at what it is teaching that child. I have had many animals mostly dogs, you should always teach your children how to be easy and never mess with an animal while they are eating. Please help? Can anything be done?
