Can atiels talk?????

i found a atiel 4 months back, and was able to catch it, but the right owner never called, since i have another bird and have bird experience i decided to keep him and give him a good home. i always heard that they can't talk but he (im uming its a he) he can wolf whistle, he whistles a song, and this other whistle, and he makes kiss sounds. he also say hi and hi birdie and its pretty clear, so do you think this atiel is most likely a boy and is it weird that he can talk?
