Help please, my mother says she cannot pump/fart?

she says she can't pump/fart/exhale flatulence except in the morning when she has a poo ( i know its an odd thing to say to your son but bare with me) why is this happening, i am only asking this in women's health because it is a woman who has the problem, help!
